2.1. The administrators in charge of the public hospital unions are obliged to fulfill the duties determined by the communiqués, circulars, general letters and other written orders and instructions to be put into effect by the Institution, together with their determined duties, powers and responsibilities.

2.2. Monitoring, evaluating and preparing an activity report for the effectiveness of the treatment and the efficiency of the services.

2.3.Determining the working order and procedures of boards, councils, committees and commissions for medical services.

2.4.Determining targets and strategies for the provision of medical services in accordance with the service role of the healthcare facility, making short, medium and long-term plans and submitting them to the hospital manager for approval.

2.5. To monitor the applications within the scope of medical service delivery, to evaluate the results, to intervene when necessary and to inform the hospital manager by planning and determining the needs of the materials and devices required for health service delivery.

2.6. To ensure that the data regarding medical services provided in the health facility, monthly performance and activity reports are duly transferred to the hospital manager in a timely, accurate and complete manner.

2.7. Medical service units that require special planning, such as emergency services, intensive care, perinatal centers, organ and tissue transplantation centers, trauma centers, oncology, cardiovascular surgery, angiography, and assisted reproductive treatment centers, are to provide service at the level and capacity.

2.8 To ensure effective provision of community-based medical services such as home health, community mental health, palliative care, rehabilitation services.

3.Health Care Services Manager

3.1. Planning of health care services, providing effective and efficient service, ensuring the execution, inspection and evaluation of services in cooperation and harmony with its units and other related units.

3.2. To plan the places of duty of the personnel working in patient care services with the approval of the hospital director.

3.3. To ensure that all kinds of medicines, medical supplies, materials and devices are kept in sufficient quantity and ready to use when needed so that health care services can be maintained without interruption. To ensure the safe use, follow-up, storage, protection and regular recording of medicines and supplies

3.4. Performing and inspecting the sterilization and disinfection processes of the tools and equipment used in medical procedures and care services before and after use

3.6. To carry out the follow-up, evaluation, development and inspection of the in-service and compliance training programs of the relevant personnel in line with the institution's policies.

3.8. To monitor the suitability for use, cleaning quality, quality, internal regulation and compliance of furnishings and fixtures in health care services.

4. Administrative Financial Affairs Manager

4.1.  The administrators in charge of the public hospital unions are obliged to fulfill the duties determined by the communiqués, circulars, general letters and other written orders and instructions to be put into effect by the Institution, together with their determined duties, powers and responsibilities.

4.2. Providing the planning, effective and efficient provision of administrative and financial services, carrying out, auditing and evaluating the services in cooperation and harmony with the units affiliated to it and other related units.

4.3. To ensure that personnel and all kinds of materials and devices are kept and monitored in sufficient quantities and ready for use when needed so that the service can be maintained without interruption.

4.4. Determining the authorities, compliance and working order of the personnel under his authority, and planning the workplaces of trained and certified personnel in line with the trainings they take.

4.5. All kinds of devices and items in the healthcare facility are regularly checked to take the necessary precautions and supervise the work done for the maintenance and calibration, keeping the records, keeping them ready and running, and timely repairs, maintenance and repairs of the buildings.

4.6. To carry out the necessary preparations for the procurement of all kinds of medicines, medical devices, laboratory materials in sufficient quantities and ready to use when needed, by ensuring that the deficient materials are requested in time and in sufficient amount.

4.7. To take all kinds of safety measures and to carry out earthquake and fire drills in the health facility within the scope of emergency aid and security services against natural disasters such as earthquakes and fires.

4.8. Planning, implementing and controlling archive services.

4.13. Preparing the health facility budget and submitting it for the approval of the hospital manager.

4.14. To carry out income and expense realization work and transactions.

4.15. To ensure effective stock management in order to keep the consumption-oriented needs of the health facility ready for service provision, to follow the stock records daily from the relevant systems according to the movable property legislation and to keep the data up-to-date.

4.16.Do the necessary studies to calculate the service unit costs of the consumption needs of the health facility, clinical-based benefit cost analysis, fixed and variable costs related to service production and general operating expenses and to take the necessary measures for the relevant units to access these data by providing the documentation of the relevant statistical data.

4.17. To carry out the necessary studies to reduce the service unit costs in purchases and fixed and variable expenses in a way that does not hinder the health service provided.

4.18. To carry out studies for the efficient use of resources related to his / her field of duty.

4.19. To take and implement measures for patient and employee comfort and environmental protection.

4.20. Performing other duties assigned by the hospital administrator.

5.Quality and Support manager

5.1. Our municipality carries out the procurement and tendering of the necessary tools, equipment and materials and service purchases for its activities.

5.2. It records all fixtures purchased through donations and purchases as a management need, and ensures that the fixtures that have expired are deducted from the records and delivered to the warehouse as scrap.

5.3. It prepares a budget suitable for strategic planning and provides the most economical use.

VERTICAL COORDINATION AND INTEGRATION POINTS

* Our hospital moves towards or cooperates with institutions that provide the inputs it uses to carry out its essential functions. For example, our blood transfusion center is in cooperation with the Red Crescent.

HORIZONTAL COORDINATION AND INTEGRATION POINTS

* Since our hospital is affiliated to the Diyarbakır Public Hospitals Association, it cooperates with the health institutions affiliated to the association to increase service delivery channels. Especially for small hospitals provides support in matters.

* Our hospital is in a collaborative approach that aims to expand its production volume and service delivery channels. For example; The healthcare services directorate of our hospital cooperates with the patient care-oriented units affiliated to it.

TRANSFER OF AUTHORITY

* Our hospital chief physician; transfers its duties, powers and responsibilities to an assistant chief physician who is determined by him, if necessary. The related deputy chief physician acts as the deputy chief until the transfer of duty.

* The Administrative Financial Affairs Manager of our hospital transfers the duties, authorities and responsibilities to the Health Care Services Manager or the Support and Quality Manager, if necessary. The relevant manager acts as attorney to the office until the administrative financial manager takes over the assignment.

* The Health Care Services Manager of our hospital transfers the duties, authorities and responsibilities to the Administrative Financial Affairs Manager or the Support and Quality Manager, if necessary. The relevant Manager acts as attorney to the authority until the Health Care Services Manager takes over the assignment.

* The Support and Quality Manager of our hospital transfers its duties, authorities and responsibilities to the Administrative Financial Affairs Manager or Health Care Services Manager, if required. * Deputy chief physicians of our hospital transfer their duties, authorities and responsibilities to the relevant deputy chief physician to be determined by the chief physician, within the knowledge of the chief physician. * Deputy directors of our hospital transfer their duties, authorities and responsibilities to the deputy director to be determined by the relevant managers within the knowledge of the relevant managers.
